Job Description / Responsibility
BSP has a large portfolio of projects distributed over 4 main Assets. Both green field as well as many brown field and rejuvenation projects.
Projects in BSP are typically executed under BSP management i.e. all design, fabrication, procurement and installation works were done in house or under BSP direct supervision and therefore a very hands on approach is required. Fabrication is executed under a frame agreement in BSP’s own fabrication yard in Kuala Belait, and offshore Construction will be executed from a dedicated Jack Up Work Platform with a dedicated Construction Organization,

This role includes the following:
• To ensure the application of the established Quality Management system in line with BSP’s quality policy, objectives and requirements
• To implement the Inspection and Test Plans of the project
• To ensure the Technical and procedural standards as specified are correctly implemented and Documented
• To provide advice and guidance to the Contractors and the Project teams on all matters of Quality Control
• To plan and resource Quality Control activities and to ensure the Contractor does the same
• To assure the performance of the contractor’s/supplier’s QA/QC resources to ensure all the project’s quality and schedule objectives are met
• Familiarize with quality assurance and control procedure and monitor its implementation and see to its proper application
The QC Engineer will have the following Responsibilities:
• The undertake and Validate the inspections as defined in the ITP and Project Quality Plan
• To execute quality audit/review and follow up corrective programmes to verify compliance with the Project’s PQP and agreed contractors/suppliers PQP
• To implement Flawless Start Up initiatives and requirements on the project
• To monitor compliance plan covering statutatory / legislative requirements to ensure submission to relevant authorities for such approvals is timely and successful
• Coordinate with the contractors on matters of Quality Plan submittal, documentation and the resolution of non-conformance
• Ensure the Project Change Management process is fully implemented in the project across all disciplines and project phase
• Implement and review quality requirements in tenders/contracts/requisition and evaluate tenders and requisitions against quality requirements
• Ensure that necessary inspection requirements have been included in the inspection & Test Plan for inspector’s work
• Supervise the receiving, inspection and testing of material and equipment as required by the Quality Plan and in accordance with the contract agreement prior to receipt and or acceptance by the company
• Implement Mechanical Completion, Turnover of Systems and the flawless Project Delivery Programme

Educational Requirements
Degree / HNC / HND in relevant engineering discipline.
Supplementary Welding Inspection Qualification, or associated Piping, Electrical and instrumentation Competence

The candidate must be a skilled and experienced professional
• Bachelor of Science in Engineering Degree or HNC/HND with min 10 years in the oil and gas industry in QC, inspection and auditing. Experience should include major involvement in the fabrication and installation of offshore oil & gas facilities and working with project engineers and contractors, auditing and involvement in ISO certification, review and auditing
• Effective communication, interpersonal and leadership / influencing skills
• Should be computer literate and skilled user of MS Office suite of programs and other relevant software
• Knowledge of Flawless Start Up implementation would be an advantage
• The incumbent should be capable of working under considerable pressure whilst maintaining the ability to plan, co-ordinate, motivate and direct people
• Full understanding AND TOTAL COMMITTMENT TO HSSE management principles
• Must have a proven delivery track record
• Have good interpersonal skills – ability to work with multidisciplinary, multicultural teams
• Have good communication skills – ability to communicate well, laterally and vertically within an organization
• Have good understanding of Completion and Turnover processes and the ability to promote these into the execution
• Be prepared to spend a significant proportion of time both at Fabrication site and Offshore
• Be competent in implementing Mechanical Completion and System Completion Procedures
