Job Description / Responsibility
Job Location: Dhaka with frequent travel (30-40%) to all HI implementation areas across Bangladesh
Contract Length: Open Ended Contract
Job Responsibilities:
The Programme Coordinator works under the line management of the Country Director and functional link with the Deputy Desk Officers based at Headquarters. The Programme Coordinator’s mandate covers all projects within the Bangladesh programme, with initial focus on Disaster Risk Management, Economic Inclusion, Physical Rehabilitation, Capacity Building of DPOs, among others – supervising the implementation of existing projects and ensuring quality. S/he is also responsible for taking the lead on all new programme development opportunities.
SPECIFIC OBJECTIVE
1: SUPPORT TO STRATEGIC PROGRAMME MANAGEMENT AND PROJECT DEVELOPMENT:
Programming: provide support to the Country Director in the development and implementation of the programme strategy. Coordinate the linkage between the programme strategy/ongoing project implementation/project evaluation and project development,
Identification: lead and coordinate the project and programme team in the identification and assessment of opportunities to inform project development (feasibility studies, exploratory missions, needs assessments, etc.).
Formulation: coordinate and lead the project and programme team in the formulation of new projects (project design: log frame, resource planning, sustainability plan).
Financing: be responsible for the coordination and organisation of donor proposal writing and submission (concept notes, proposals, etc).
Regional project development: participate actively in regional project development processes, taking the lead in coordinating between the Desk and the Programme.
Work closely with the technical unit to ensure technical vision is fully integrated in project development.
Liaise with the Desk, through the Desk Projects Officer on project development and donor submissions
SPECIFIC OBJECTIVE
2: SUPERVISION AND SUPPORT ON PROJECT IMPLEMENTATION AND PROJECT MANAGEMENT METHODOLOG :
Assist, guide and supervise the project management teams – Domain Coordinators (DCs) and where necessary, Project Managers (PMs) – in project implementation, monitoring and evaluation.
Internal compliance: support and supervise DCs/PMs to ensure project implementation follows HI internal procedures (budget management, Monitoring and Evaluation, etc) for all projects.
Donor compliance: support the DCs/PMs to ensure project implementation complies with donor contractual requirements (operations, finance, logistics), where necessary.
Project budget management: support DCs/PMs to ensure project budgets are managed according to HI procedures, are in line with donor requirements where necessary and project activities are conducted in accordance with the annual budgets approved by the Country Director and HI HQ.
Project activity implementation: support and supervise the DCs/PMs to ensure project activity implementation is on schedule and according to the approved internal annual plans, proposals and donor contracts.
Quality: work closely with the technical unit to ensure the assessment of technical quality of the actions carried out by HIBGD – ensure the technical validation process is respected and adhered to by all project teams. Liaise with the Technical Unit Coordinator and HQ to ensure the implementation and sound follow up of the technical quality of the projects and mobilisation of technical resources.
Evaluation: support the project teams in the evaluation of projects and coordinate the project re-design process.
Regional project implementation: participate in regional coordination systems, notably Regional Executive Committees and coordinate closely with Regional Project Coordinators on project implementation, quality, learning and impact.
Liaise with the Desk, through the Regional M&E Coordinator on project implementation, contract management and the monitoring and evaluation of the HIBGD Programme activities. Ensure sharing with the Desk and other relevant HQ actors the project implementation outputs of learning, quality and impact.
SPECIFIC OBJECTIVE
3: CAPACITY DEVELOPMENT OF PROJECT TEAMS AND SUPPORT TO DOMAIN COORDINATORS AND PMSIN THE EFFECTIVE MANAGEMENT OF THEIR TEAMS
Provide the appropriate framework for project teams to develop their capacity to ensure the effective operation alisation of Project Cycle Management within the programme, through the capacity development process.
Ensure development and follow-up in career development plan for project staff.
As a member of training committee, participate indecisions related to staff training, training plans, mobilisation of training resources including budgets.
SPECIFIC OBJECTIVE
4: NETWORKING, REPRESENTATION AND PARTNERSHIP COORDINATION:
When delegated by the Country Director, represent and promote the HIBGD Programme in front of the government authorities, development agencies, donors, stakeholders, partners and other networks.
Monitor and supervise the management of partnership contracts and MoUs in link with project managers/domain coordinators when related to specific projects.
Support the development and maintaining of positive and constructive partnership relations, smooth communication and cooperation between HIBGD and various actors, partners and stakeholders in link with project managers/domain coordinators when related to specific projects.
Liaise with GoB authorities (line ministries, institutions and target groups that are involved/affected in our projects one way or another) to ensure a mutual understanding of shred roles and to promote HI’s mission in the country
Ensure HI vision and mission is promoted among the partners, stakeholders, GoB and other collaborators.
SPECIFIC OBJECTIVE
5: INTERNAL COMMUNICATION AND COORDINATION
In close coordination with the Communication and Knowledge Management Coordinator and collaboration with the Country Director, ensure that improved internal communication practice is in place, implemented and monitored.
In close collaboration with the Country Director, monitor and review, when necessary, the utilisation of the existing programme communication tools (meetings, notice board, e-mails, memos reports etc.)
Ensure all information related to the disability movement in the country is updated and shared with the project teams.
Ensure high quality communication activities within HI Bangladesh Programme, for internal and external purposes.
Actively participate in the development of a regional dynamic among HI South Asian country programmes, including as part of regional project development and implementation.
Support the co-ordination and facilitate the links between the administrative, logistic and project staff. Ensure that the administration, logistics and HR procedures and mechanisms in place are respected by the project team members.
Ensure validation of consultant selection and support recruitment process for consultancies and mobilise regional/ HQ resources or other resources to organize support missions according to the programme’s and projects’ needs.
Educational Requirements
Masters in Social Science, Development Studies, International Relations or any other relevant field
Experience Requirements
Minimum 5 year(s)
Additional Job Requirements
At least 5 years senior management experience in the development and implementation of humanitarian programmes
ESSENTIAL SKILLS:
Programming and strategic development skills
Strong expertise and experience in Project Cycle Management and its operationalisation in project development and project monitoring & Evaluation
Experience in donor proposal and report writing and submission
Experience in working with partners and developing partnership agreements
Strong capacities in coordination of multi-actor projects
Experience on project quality assurance, impact assessment and knowledge management systems
Excellent English communication (spoken and written) skills, including the ability to write project proposals/ reports, draft/edit a variety of written reports and communications and to articulate ideas in a clear, concise style
Experience of leading, managing and developing a multi-disciplinary team
Basic skills in financial procedures
Strong capacity on transfer of skills and capacity development
HR management skills
Excellent presentation and negotiation skills
Strong analytical and conceptual skills to think and plan strategically
Advanced computer skills in Word and Excel
Excellent interpersonal skills including the ability to listen, sensitivity to others views and perspectives, and conflict resolution
Ability to work under pressure with limited support

DESIRABLE SKILLS:
Previous experience in the field of physical rehabilitation / social inclusion / mainstreaming disability / public Health / International Disability and Development is desirable
Previous experience of working in HI is a plus
Experience of working effectively with civil society, Government, I/NGOs etc
Ability to represent and liaise with different stakeholders
Experience and knowledge of effective financial and budgetary control
Experience in partnership capacity building and managing project development in
Collaboration with Government / partners
Capacity to organize technical support according to the needs of projects
Knowledge of disability issues, HI policies and procedures
Knowledge on the interrelationships between disability issues, legislation and policies
Outstanding organizational skills- Ability to develop and maintain effective work relationships with people from different cultural backgrounds with sensitivity and diplomacy
